Brazzaville and Pointe Noire occupy privileged positions in the Central Africa region, in fact :

• Brazzaville, historic town on the banks of the Congo River, is a political and meeting hub in Central Africa;
• Pointe Noire, located on the Atlantic coast, is an important port city for Central Africa and the economic capital of Congo.

This potential is strongly threatened by certain constraints, such as the lack of a clear strategic vision of spatial development and the obsolescence of existing planning tools; an uncontrollable spatial growth; difficult access to basic services; a difficult urban mobility; urban overcrowding with proliferation of informal settlements, degradation of existing infrastructures and an anarchic occupation of urban spaces.

The objective of the mandate is to elaborate, through a participatory and cross-sectoral approach, two coherent and realistic Master Plans aimed at defining the framework of urban development of the cities in the short, medium and long terms. The new master plans will create the conditions for sustainable development of both cities fully compliant with their socio-economic needs and expectations.
