This potential is strongly threatened by certain constraints, such as the lack of a clear strategic vision of spatial development and the obsolescence of existing planning tools; an uncontrollable spatial growth; difficult access to basic services; a difficult urban mobility; urban overcrowding with proliferation of informal settlements, degradation of existing infrastructures and an anarchic occupation of urban spaces.
The objective of the mandate is to elaborate, through a participatory and cross-sectoral approach, two coherent and realistic Master Plans aimed at defining the framework of urban development of the cities in the short, medium and long terms. The new master plans will create the conditions for sustainable development of both cities fully compliant with their socio-economic needs and expectations.
Elaboration of the Master Plan through the following different phases such as: analysis of existing conditions, elaboration of the vision and of the strategy, draft and final master plan.
